BEIJING (Reuters) - China's new defence minister Dong Jun held a video call with his Russian counterpart Sergei Shoigu on Wednesday, according to a defence ministry statement, in his first public engagement since being appointed last month. Former Navy chief Dong's appointment came after his predecessor, Li Shangfu, disappeared from public view in August, throwing China's military diplomacy in doubt. The role of China's defence minister is to be the public face of the People's Liberation Army in its engagement with the media and with other armed forces. China and Russia's close military ties have been the target of Western scrutiny, especially after Russia's 2022 invasion of its neighbour Ukraine, which China has refused to condemn. Carnival announced Tuesday it would reroute cruise itineraries for a dozen ships scheduled to transit the Red Sea as tensions rise in the Middle East. Carnival expects the rerouting to impact its adjusted earnings per share by 7 cents to 8 cents in 2024. The company forecast adjusted full-year earnings per share of 93 cents, according to its fiscal fourth-quarter earnings released last month. The cruise liner is expected to release its fiscal first-quarter 2024 earnings in March. Carnival is the latest company to announce disruptions due to the conflicts in the Red Sea.

The US increased its arms exports by more than 50% in 2023, compared to 2022, while also damaging Russia's own defense trade, Politico reported . In a fact sheet citing the numbers, the Department of State specified that arms exports rose to $80.9 billion in 2023, a 55.9% increase from $51.9 billion in 2022. "We see that because Russia's defense industry is denied the resources that come from exports, that helps to contribute to Russian strategic failure on the battlefield," she said. Resnick cited a $1.8 billion arms deal that the US struck with India last year, and "real tough decisions" in Global South countries about abandoning Russian equipment. Since the early 2010s, Russian arms exports have declined in part due to China and India's efforts to ramp up their own domestic arms production, along with earlier Western sanctions packages meant to dissuade third countries from buying Russian weapons.
